This mixed-committee (seven deputies-seven senators) deal was not acquired, while the right-dominated Senate had largely watered down the text in late September, desiring in particular to keep wild animals in traveling circuses and dolphins.

According to the agreement reached, commercial exploitation of wild species will be ended, prohibiting their acquisition and reproduction in two years and their presence in traveling circuses in seven years. Keeping cetaceans in dolphins will be banned within five years.

American mink farms and animals of other species bred exclusively for fur production will also be banned. The bill is also expected to help prevent impulsive pet purchases, which lead to many abandonments, and also aims to toughen penalties for mistreatment. Thus, a certificate of knowledge will be issued before the acquisition of a pet. The sale of puppies and kittens in pet stores will be prohibited as of January 1, 2024. The display of animals in shop windows will no longer be permitted. The sale of animals online will be better regulated.
